How normalize the Volume when converted?

When Use Video Edit or Video Edit FFMPEG SDK I need 2 effect
1.How normalize the volume ? for example: the volume is extremely low. we need Improve the overall. but when we finish, The volume is still part of the high before high, still part of the low before low.
2.How let the all sound equally high?
the 1 and 2 different is. the "1".only let the volume becomes higher, but high part still sounds like high, low part still low. but the "2" required is high volume part and low volume part is on same level, sounds like same volume.

another feature is let the left channel and right channel normalize to same high volume
I think video edit sdk can handle it.
I found a software name is MediaCoder:, from china. it's very powerful. I think you can do it more better.
