except ATI stream and NVidia CUDA technology, maybe you can considering Intel Quick Sync : http://software.intel.com/en-us/vcsource/tools/media-sdk

because it can support h264, and it can use integrated video card(CPU)

yes, sure, QuickSync is great. Really we want to add it for encoding to H264 too.

And there is has Nvidia PureVideo HD technology also support h264 hardware decode , maybe you can considering it too.

Currently SDK provide Intel QuickSync H264 decoder. Also we planned to add nVidia CUDA H264 decoder.
