How to transcode portion of video?

I don't see any options for transcoding just a portion of a file. I want to specify a start time and either and end time or length of clip. Is there a way to do this?

I am looking at both the FFMPeg and regular Edit products, trying to evaluate them. I basically just need to be able to take small video clips from a large WMV or MOV(h264) video files and output them to either format.

Please check Video Edit SDK .Net Main Demo, you are able to specify Start/Stop time for each file, in milliseconds.

When I run the demo, if I specify, for example, to extract/convert with a start at 10 seconds and end at 13 seconds, the resulting video is 13 seconds long with blank content up to 10 seconds.

How do we specify that the resulting video is only the 3 seconds between 10 and 13?

I've looked in the code, and can't see how to change it to do this.

Set start time as 10000, stop time as 13000, do not unselect checkbox Add after previous file, add file.
